if the are the same , take the third group
otherwise , take that weigh higher
Second
divide the selected 9 balls into 3 groups also
and check , as previously made
we will get the heavier 3 balls
Third
also divide again into 3 groups , each will have 1 ball
check the weight with the same manner
we will get the overweight one

There is no missing data , animator
i think it will be as the following
assume
a is the no. of workers get 100ps
b is no. of workers get 5 ps
c is no of workers get 1 ps
100a+5b+c=500
a+b+c=100
substitute by c
100a+5b+100-a-b=500
then
99a+4b=400
by try and error
assume a=1 ,2,3,
you will get b as a fraction which is not reasonable
if you assume a=4
so b=1 then
c=95
